Opinion-Canada.ca a few quick comments:
319 (1) “is likely” is theoretical and arbitrary, like hearsay and does not in itself constitute “evidence” or is admissible in court, according to “Canadian” “law” additionally denial of due process and fundamental human rights, essentially rendered as with “bias” “with prejudice” and vindictive and malicious penalties of prison and forfeiture is extreme prejudice; also, “incites hatred” is not defined, additionally, presumes hatred or dislike or disapproval did not pre-exist due to the actions of “identifiable group” or those engaged in actions that may represent a national security threat, and acts of aggression towards and rendered as, white European ethnocentric cultural genocide and war;
Does Government Incite Hatred?
Ironically, the proposed law is likely to incite hatred against those who are engaged in actions that represent genocide of free speech, opinion, belief or otherwise; theoretically a PsyOp by foreign occupied government, Usurpers, traitors, double agents or treachery engaged in treason and high treason, and enemies foreign and domestic, enemy combatants, including that actual “identifiable group(s)” who have no real understanding of law, right and wrong, ethics, morality, fundamental freedoms, inalienable rights, true values, family values or moral courage, or the ability to recognize the enemy, or national security threats, in addition to government masquerading as religions or any and all national security threats masquerading as an “identifiable group(s)” to avoid criticism, commentary, the exposure of truth, facts or inconvenient evidence;
Weaponized Unlawful Law, the so called law, including illegal law, unlawful law and illegal hate speech laws, are based on vindictiveness, arbitrary decrees, malice, bias, prejudice and hate towards freedom of speech, belief, opinion and association, it represents genocide and warfare against freedom and anyone that is opposed to national security threats, including “identifiable groups” that are detrimental to society and goes to verify the truth, facts and inconvenient evidence of the actions that represent contempt people in government have for citizens including the Canadian Armed Forces and National Defence;
Admiralty Law of the Sea and the illegal and unlawful Administrative Courts, in addition to the destruction of Due Process and Fundamental Human Rights is not conducive to peace, order and good government.

Comments:
Canada C-9 and the people promoting that including any “identifiable group”actually interferes with the Defence Mission, obviously there are National Defence Challenges and then of course there are the pure magnitude of Problematic Challenges that offer lots to consider including that it represents a national security threat.
